Is it really free?

Paid plans start at $9 a month and convert in the browser without a monthly ceiling; the API is sold separately by volume and starts on Pro.
Can a photo really be converted to a vector?
It can be converted, but not reproduced. A photo holds millions of colors and no hard edges; vectorizing it means grouping those colors into flat regions. The output is a stylized version — think high-quality posterization — that scales without limit.
How much of the original palette survives?
The engine decides that from the image: it groups the continuous tones into flat regions and keeps the ones that carry the picture. There is no manual colour count — what controls how much survives is the detail level, which is a Pro control.
Will it look like the original photo?
No, and it is not meant to. Grouping continuous tone into flat regions is a stylization by definition. If you need a faithful copy of a photograph, a raster format is the right tool — vector is for when it has to scale or be edited.
